Jack Horn, Chief Executive Officer - Mr. Horn has held the position of Executive Director/CEO at Partnership HealthPlan since 1993, shortly after the HealthPlan was officially formed. Prior to joining PHC, Mr. Horn was the general manager of a California statewide health plan in Los Angeles with over 100,000 members. He also has vast experience in senior managed care operations and development including starting up health plans in three prior positions including being a hospital CEO. Mr. Horn has an M.B.A. in Health Care Administration from George Washington University in Washington D.C.
Elizabeth Gibboney, Deputy Executive Director/Chief Operating Officer- Ms. Gibboney has been with PHC since 1994, having begun as the Manager of Government Relations and Communication. She oversees the organization’s five operational departments, including Member Services/Marketing, Provider Relations, Claims, Information Technology and Health Services (Utilization Management and Care Coordination), as well as the Plan’s Regional Office and Compliance functions. Ms. Gibboney’s previous work experience includes commercial health insurance, public relations and education. She holds Bachelor’s and Master’s Degrees in Communication.
Robert L. Moore, MD, MPH, Chief Medical Officer – Dr. Moore joined Partnership in July 2011 as the fourth CMO in the 17 year history of Partnership. His experience includes the clinic sector, private sector, and the hospital-based sector. A graduate from UCSF School of Medicine, he earned his Masters Degree in Public Health from the Columbia University in New York, and completed his residency in Family Medicine at Ventura County Medical Center. In 1995, Dr. Moore joined Community Health Clinic Ole, as the first full-time physician, became Medical Director of the Clinic in 1998, overseeing its growth, merging with Napa’s community Dental Clinic, Prenatal support (CPSP) program, and one of the two private OB/GYN practices in Napa. In addition to his role as Community Clinic Medical Director, he maintained a small private OB practice, providing prenatal care and delivery services. Dr. Moore also served as an Emergency Room physician at Sonoma Valley Hospital for 4 years on a part-time basis. Between 2006 and 2011, he served as the Medical Director for the Redwood Community Health Coalition, an association of 15 Community Clinics in Napa, Yolo, Sonoma and Marin counties.
Gary Erickson, Chief Financial Officer - Mr. Erickson has been the Chief Financial Officer for Partnership HealthPlan since 2000. He spent 26 years in the United States Air Force where his assignments ranged from Headquarters USAF, Hospital Administrator, CFO of the 2nd largest Medical Center and concluded with the oversight of the TRICARE contract for Northern California. Mr. Erickson received his BBA at the University of Iowa in 1973 (Economics and Industrial Relations) and his MBA in 1974 (Finance) from the same University.
Todd Morgan, Chief Information Officer - Mr. Morgan has held the position of Chief Information Officer since 2008. He has 27 years experience with Information Technology and over 20 years experience in healthcare. Mr. Morgan has a Bachelors Degree in Management Information Systems from the University of North Alabama in 1984. He has previously worked for companies such as Arthur Andersen Business Consulting and PrimeHealth of Alabama.
Lynn Scuri, Associate Regional Director - Ms. Scuri joined Partnership HealthPlan in 2009 to manage the Plan’s first regional office located in Santa Rosa overseeing operations in the Marin, Mendocino and Sonoma county region. Prior to joining PHC Ms. Scuri was the manager of Planning and Population Health with the County of Sonoma preceded by many years experience in managed care with Sutter Health. She has an M.P.H. from University of California, Berkeley, in Program Planning and Administration.
Paula Frederickson, Director, Claims - Ms. Frederickson has served as the Claims Director since 1993. She is responsible for direction of the claim processing, claims customer services and claims system configuration functions. She has a Bachelor's Degree from Northern Michigan University. She has worked in managed care since 1981. Prior to working with Partnership HealthPlan, Ms. Frederickson worked for commercial HMO’s in Los Angeles and Texas.
Deborah Shafer, Director, Member Services - Ms. Shafer has been Director of Member Services and Enrollment at PHC since 1993. She came to PHC with ten years managed care experience. Most of her career in health care has been in the area of customer service. She believes that good service does make a difference and is a critical part of any business. Ms. Shafer is responsible to provide overall direction to the Member Services and Enrollment staff ensuring efficient operations and compliance with policies, procedures and regulations.
Peggy Hoover, Director of Health Services - Ms. Hoover has been with Partnership HealthPlan for 7 years and serves as PHC's Director of Health Services. She is a Registered Nurse with experience in medical, surgical and pediatric services, and came to PHC with more than 30 years experience in managed care. She has served as a Nurse Review Coordinator, HIPAA Compliance Officer and ultimately President of an organization that served over 150,000 members. At PHC her responsibilities include oversight of the Utilization Management and Care Coordination Teams which include inpatient and outpatient review, Care Transitions, Complex Case Management and the Home Visiting Nurse Practitioner programs.
Mary Kerlin, Director, Provider Relations - Ms. Kerlin has been with Partnership HealthPlan since 1995, serving as the Provider Relations Director. Her duties include recruitment, contracting, and service of the provider network. The Provider Relations Department is also responsible for credentialing activities, reporting and monitoring access and availability of services for members and provider satisfaction. Ms. Kerlin’s experience includes working with providers and hospitals, claims operations, member services and provider customer service for an affiliate of large HMO, and working with ERISA plans, self-funded employer groups.
Sue Monez, Director, Administration - Ms. Monez has held the position of Director of Administration at Partnership HealthPlan since 1999. Her duties include overseeing all aspects of Human Resources, Employee Benefits, as well as, Purchasing, Safety, Security and Facilities. Previously, Ms. Monez spent 15 years as the Director of Operations for a local Medical Group. Ms. Monez holds a Degree in Business Administration. Ms. Monez also has her SRHR certification.
