Our strategic goal and vision is To be the most highly regarded managed care plan in California.
Partnership HealthPlan of California (PHC) is a non-profit community based health care organization that contracts with the State to administer Medi-Cal benefits through local care providers to ensure Medi-Cal recipients have access to high-quality comprehensive cost-effective health care. PHC provides quality health care to over 473,600 members. Beginning in Solano County in 1994, PHC now provides services to 14 Northern California counties - Del Norte, Humboldt, Lake, Lassen, Marin, Mendocino, Modoc, Napa, Shasta, Siskiyou, Solano, Sonoma, Trinity and Yolo.
PHC was formed out of a broad base of community health organizations that composed the Solano Coalition for Better Health. This coalition was organized in 1988 to address the problem of health care access for Solano County's growing number of medically uninsured and underserved. In our first year, PHC provided services to 44,000 Medi-Cal individuals.
Partnership HealthPlan of California is governed by a 32 member Board of Directors. Each of the 14 counties is represented by at least one member on the board.
